Step 0 Skills Inventory
- Defines canonical location, execution owner, read-sharing, and retirement status for all 33 skills.
docs/skills/ is the canonical location for gems-session-resume, toriteki-agent-qa-orchestrate, and dev-site-headed-browser-qa.X1-X3 and X7-X8 remain on the current Codex host but are execution-not-recommended as QA specialization moves to GeminiCLI.X4-X6 are retire-after-condition: only after G10-G12 absorb the stronger Codex descriptions and constraints.

Operating Intent
- Do not expand skills before Step 0 classification is treated as the baseline.
- Separate canonical location from execution owner and from read-sharing.
- Do not retire overlapping skills until the replacement side is strengthened and reviewed.
- Use PlanMode review before writing each new skill and use
review-governance after it exists.
